If you just got him 3 weeks ago, I'm guessing it's a new tank as well. You're tank is probably going through the cycle process. I'll post some links, do a search about cycling a fish tank, it'll explain what it is. Also search for care/maintaining a fish tank.

Is the fish in an aquarium or a bowl? Not sure, so I'm just going to point this out just in case, goldfish should really be in at least a 20 gallon aquarium with a filter.

How often are you changing the water? Since your tank is most likely cycling, which will stress the fish, you'll need to do small daily water changes till the cycle finishes. Then after that, (again assuming it's an aquarium) you should do weekly water changes of about 20-25%. Be sure to dechlorinate the water as well. Try doing a water change now, and see if he improves. Check those links as well. Good luck!

Goldfish can be delicate. It may not be anything you did. Have you been treating the water with purifying drops before changing it? Is the temperature at a reasonable level-not too hot or cold? If you are doing the basic things, the goldfish may just not be very hearty.
could need some oxygen, may be the temp of the water or may need some. what kind of tank is he in? a bowl? or aquarium..

put him in an aquarium with a good filter, a thermometer with a 78-79 degree setting and drop an air stone. he should survive.
He seems to be dying if not dead already. If you cleaned the tank and did not leave some of the old water in the tank, it could have stressed the fish too much. There is a liquid you can get next time to destress. It's like a clear coating to protect the fish. You just add drops to the water. Also there may have not been enough air, or the tank temp may have been too cold or changed rapidly. You can ask the pet store for another one and ask them what to do this time. The fish could have had some kind of fungus, as well. Hope this helps.
This is going to sound really funny, but his bubble may have burst. I had a female beta and she was fine one day and then the next she was just laying on the bottom of the tank. I called the pet store and asked them what I could do and they said that fish have an air pocket in their bodies that help them to swim and it keeps them afloat. Sometimes they have a condition where the air pocket expands and all of a sudden you have a not so lively fish floating on the top of the tank and in other situations the air pocket bursts and they sink to the bottom of the tank and just lay there.Check the temperature of the tank.If its not the right temperature depending on what kind of fish it is, it can affect them. Good luck
are you treating the water with chemicals to take the chlorine out before you put the fish in?? Is he getting enough oxygen out of the water?(is he gasping at the top for air?---if he is maybe partially change the water and add an airstone to get some bubbles in there').dont overfeed him..maybe you should check with the people at the pet store..they are usually really good and helpful..good luck.
